It all began with an idea

At the heart of our organization are four dedicated co-founders from different parts of the United States, all with backgrounds in the construction industry, who came together.

The co-founders recognized the absence of a unified voice on a national platform. There was no representation in Congress or local governments, no substantial media influence, and no collective forum to drive meaningful change. These leaders have dedicated countless hours and made personal sacrifices to turn this vision into reality.

Their commitment to building a stronger, more inclusive industry has been demonstrated through their relentless work, strategic initiatives, and steadfast belief in the mission.

Our shared purpose

Hispanics comprise a significant portion of the construction industry, accounting for 35% of the workforce, which includes over 4.4 million workers and 95,000 businesses, generating $779 billion annually. Despite these remarkable contributions, Hispanics lack a unified voice on a national platform. There was no representation in Congress and local governments, no substantial media influence, and no collective forum to drive meaningful change.

We also observed a concerning trend among existing national chapter non-profit organizations. Too often, the focus was on generating revenue rather than empowering members. Many relied on local chapters to provide free labor for fundraising, creating a bottleneck of wealth at the top rather than fostering growth and change. Corporate sponsors, in turn, saw little real value beyond branding opportunities, as they were unable to track a measurable impact from their contributions.

The council was created to challenge this outdated model. We aimed to flip the script and build an organization driven by national efforts to produce positive change at the local level by implementing effective governance by industry experts who can collaborate, promote transparency, and achieve measurable success.

Alex is a dynamic entrepreneur and President of GSI Builders, Inc., a Latino-owned general contracting firm based in Portland, Oregon.

Alex is a co-founder and member of the Board Directors of the Hispanic Construction Council. With over two decades of private and public-sector construction experience, Seabold founded GSI Builders in 2018, leveraging his family’s 40 years of construction expertise to lead the company in delivering affordable housing, multifamily, senior living, commercial, and public works projects. Certified as Minority Business Enterprise and Emerging Small Business (ESB) by the State of Oregon, his company emphasizes diversity, inclusion, and racial equity, with a strong commitment to community impact, such as the Heartwood Commons Transitional Housing Project.

Mr. Seabold actively represents Latino contractors nationally, participating in panels like the 2025 Secure Americas Workforce in Washington, DC, to advocate for Hispanic-owned businesses.

David Arenas

David is the Managing Director of Investments and Development at All Construction Group, and President of David Arenas and Associates, Inc. David is a co-founder and member of the board directors of the Hispanic Construction Council.

With a distinguished career spanning finance, investments, real estate development, technology, operations, construction project management, corporate board governance, and executive leadership, David is a seasoned executive known for his strategic insights and transformative leadership.

David has a rich history of advising clients ranging from Fortune 100 corporations to high-growth startups, providing invaluable expertise in addressing critical strategic, investment, governance, and leadership challenges. His unique perspective, shaped by executive roles in technology investment banking, board advisory services, distribution, and the infrastructure-construction sectors.

Gus Hoyas
Gus Hoyas CO-FOUNDER

Gus, a Colombian immigrant, is a distinguished Cleveland, Ohio-based entrepreneur and community leader. Gus is a co-founder and member of the board directors of the Hispanic Construction Council. As the owner of Hoyas Insurance Group, one of Ohio’s largest Latino-owned insurance agencies, he serves thousands of clients across multiple states with tailored auto, home, business, and life insurance solutions. Additionally, he is the principal owner of Alto FSI, a construction fire safety company.

He is deeply committed to Northeast Ohio’s Hispanic community, serving as president of the Hispanic Contractors Association and co-founding the Latino Construction Program, which trains and places Hispanic workers in high-paying union jobs. His advocacy includes supporting Puerto Rican families post-Hurricane Maria, addressing systemic inequities in minority business support, and holding leadership roles in organizations like the Spanish American Committee and Hispanic Roundtable. Solidifying his role as a key figure in advancing economic and social empowerment.

 George Carrillo

George is a powerful example of someone actively refining his purpose while remaining rooted in service. A disabled veteran, George served as a Marine Sergeant in the Infantry and received an honorable discharge.

Born and raised in Chicago and holds a B.A in Criminal Justice, he went on to serve as a Sheriff’s Deputy in Gila County, Arizona, before relocating to Portland, Oregon, in 2013 to begin his career in state government.

Today, George serves as co-founder and CEO of the Hispanic Construction Council, and as COO of the Umpqua Transportation District in Douglas County, Oregon. He is also the former Director of Social Determinants of Health for the State of Oregon and a former Democratic candidate for Governor.

His journey is one of transformation, and purpose in real time. Through it all, George has remained grounded by a deep sense of community and brotherhood, connecting with fellow veterans, civic leaders, and the Hispanic community, while serving as a pillar of kindness, purpose, and integrity for his family and friends.
