The Challange
The United States is grappling with a critical labor shortage in key sectors like construction and other essential industries that drive the nation’s economy. These persistent shortages hinder economic growth, stall infrastructure development, and delay crucial projects.
Undocumented immigrants are vital in filling these labor gaps, contributing to productivity, innovation, and community growth. However, an ineffective immigration system lacks the pathways needed to stabilize and reintegrate this essential workforce. Decades of policy failures and enforcement challenges further strain public safety, economic stability, and industry confidence.
The Solution
The Hispanic Construction Council supports the Dignity Act. This legislation offers a balanced and bipartisan approach to comprehensive immigration reform, addressing critical challenges while supporting economic stability and national interests. As part of this recommendation, we propose establishing programs to assist undocumented individuals who are ineligible to remain under the provisions of the Dignity Act in voluntarily returning to their home countries, ensuring a structured and cost effective transition.

VOLUNTARY DEPARTURE PROGRAM
The Voluntary Departure Program offers a structured and responsible approach to immigration, granting participants up to 120 days to transition. This timeframe allows individuals to close personal affairs, supports small businesses in filling crucial roles, and reduces taxpayer expenses by avoiding costly immigration processes. Guided by its holistic mission, including initiatives like the Family Resource Support Program and the International Reintegration Program, the program ensures stability, accountability, and a fiscally sound solution that upholds conservative principles.
FAMILY RESOURCE SUPPORT PROGRAM
The Family Resource Support Program, a part of the Voluntary Departure is dedicated to supporting U.S. families during the deportation process and beyond. It offers vital services such as access to legal resources, housing support, and employment assistance to ensure families experience smoother transitions during challenging times. By coordinating with State Agencies, Non-Government Organizations, and foreign consulates, the program delivers tailored and comprehensive support. This collaborative approach helps promote community stability while empowering families to rebuild and thrive.
INTERNATIONAL ASSISTANCE PROGRAM
The International Reintegration Program, supported by the U.S. State Department, is designed to assist individuals returning to their home countries by providing essential resources such as housing, job placement, and access to community services. Through close collaboration with foreign governments, the program ensures that participants receive tailored assistance from their country of origin, fostering sustainable and prosperous reintegration. This joint effort helps individuals rebuild their lives and contributes to their long-term success and stability.
BORDER SECURITY RECOMMENDATIONS
The Hispanic Construction Council strongly advocates for a secure and effective border management system as a critical component of national safety and economic stability. We recommend leveraging the National Guard, military, and joint operations through the Department of Defense to strengthen border security efforts while operating within established legal frameworks. These partnerships ensure a well-coordinated and lawful approach to protecting our borders.
The Hispanic Construction Council also emphasizes the importance of modernizing border infrastructure. This includes implementing state-of-the art surveillance technologies like drones, sensors, and biometric systems for real-time monitoring and swift response. Additionally, constructing physical barriers, including walls in high-risk areas, is vital in deterring unauthorized crossings and enhancing security measures.
